| Abstract: | O Plano Real de estabilização foi dividido em três fases. A primeira fase preocupou-se com problemas de ordem fiscal: o deficit governamental. A segunda, desenvolvida entre marco e junho do ano de 1994, objetivava alinhar remunerações e precos relativos. A terceira etapa derrubaria a inflação. O objetivo do artigo é discutir se o mecanismo introduzido na segunda etapa do Plano, a Unidade Real de Valor (URV), cumpriu o objetivo de auxiliar a economia a encontrar um vetor de preços relativos equilibrado. A conclusão é que a URV não cumpriu a sua função e que o Plano, a despeito deste problema, foi bem sucedido no período inicial da terceira etapa em virtude de outros fatores - também, discutidos no texto. |
| Abstract: | The Real Plan ofstabilization was divided into threephases. The first phase concerned problems of fiscal nature: the governmental deficit. The second one, performed from March to June of 1994, purposed to balance relative prices and remunerations. The third step would knock down the inflation. The article's aim is to discuss if the device introduced in the second step of the Plan, the Unidade Real de Valor (URV), carried out the goal of aiding the Brazilian economy in the discovery ofa balanced vector of relative prices. One carries to the conclusion that the URV did not play its role properly and that the Plan, despite this problem, was successful in the initial period of the third step due to other motives - also discussed in the text. |
