| Abstract: | O trabalho analisa o pensamento e a formação do Conselho da Cidade - CONCIDADE de Juiz de Fora, a partir da convergência de dois processos: de um lado a descentralização do Estado brasileiro, proporcionando aos municípios uma maior autonomia administrativa, considerando proximamente suas particularidades; e de outro, o movimento de participação popular no país, fortalecido na Constituição de 1988, que culminou na inserção da sociedade civil nas tomadas de decisões e na gestão da política pública. |
| Abstract: | The work analyzes the thinking and the formation of the City Council - CONCITY of Juiz de Fora, based on the convergence of two processes: on the one hand the decentralization of the Brazilian State, providing the municipalities with greater administrative autonomy, considering their particularities in the near future; and on the other, the popular participation movement in the country, strengthened in the 1988 Constitution, which culminated in the insertion of civil society in decision-making and in the management of public policy. |
