Abstract: The present paper is a case study of the contract of purchase of materials &#xD;
and loan of equipment for the Pathology department of the National Cardiology &#xD;
Institute, focusing on the challenges faced by public hospital management on &#xD;
procurement governance. Applying an observational and participatory methodology, &#xD;
as Chief of division of the Hospital, I present the former procurement model, the &#xD;
challenges posed by the Coronavirus pandemic, that significantly altered the hospital &#xD;
procurement field and the procedure of co-creation of governance, follow up and result &#xD;
assessment mechanisms developed by the multidisciplinary teams of the Institute, in &#xD;
light of the relevant literature, to overcome the threat of lack of assistance to the &#xD;
population.

Abstract: This research investigates traditions, inheritances, ruptures and transformations &#xD;
in/from Colégio Pedro II - CPII with the process of assimilation to the Federal Institutes, &#xD;
identifying changes in the institutional structure from the publication of Law 12.677, of &#xD;
June 25, 2012. The work seeks to understand possible changes or permanence in &#xD;
power relations and levels of organizational culture of the CPII. Operating with &#xD;
Discourse Theorizations (LACLAU 1996, 1998, 2005, 2011; LACLAU E MOUFFE &#xD;
2004; BURITY 2008), works with the perspective that the political game is constitutive &#xD;
of the social and that any social order is the result of the logic of equivalence and &#xD;
difference. Reflections are in a border zone (VALDEMARIN, 2010) between Education &#xD;
and Public Management, configuring a qualitative research. The work demonstrates &#xD;
that the configuration of the CPII structure itself changed after the equalization &#xD;
movement, showing traces and disputes between old ways of interpreting the &#xD;
institution and new perceptions. Some legacies resist time and are present even in the &#xD;
face of the modification process. There have been ruptures, but in a secular College, &#xD;
administrative and organizational changes strain old mentalities and face resistance.

Abstract: Despite the differentiation of types of administrative acts and a certain classification&#xD;
of these, the purpose of this work was to show specific opinions on the subject,&#xD;
similar or opposite to those of the administrators, signaling that in the reversal of what was&#xD;
believe on the subject of administrative acts, there is no consensus on the doctrine&#xD;
or in Brazilian jurisprudence on the limits of the role of the Judiciary in the face of&#xD;
the role of the public manager. Thus, the study exposes that public policies&#xD;
are implemented through administrative acts, and that&#xD;
these can also be controlled through the judicial process, and which many times&#xD;
lead to an exacerbated protagonism of the Judiciary Power over the decisions of the&#xD;
Administration, under the justification of controlling the authoritarianism or mistakes of the manager&#xD;
public. This article was prepared through a bibliographic review and&#xD;
jurisprudence regarding the issue of public administrative action in search of&#xD;
interests of society, focusing on the judicial control of the discretionary act of the&#xD;
Administration.

Abstract: Since its first appearance in China in December 2019, the new coronavirus, or SARS Cov-2, has rebelled against the greatest public health emergency ever faced by the community. internationally over the last hundred years. In addition to concerns about the physical health of the population, mental health has become the focus of many studies and care and prevention actions. In this work, we used the methodology of participant observation to present the innovations implemented by a Health Care Service for Education Workers, as a way of coping with the difficult context of risks and uncertainties experienced over the years. years 2020 and 2021. Among the actions of the Department of Health Care (DASS/FME), Conversation Circles were offered on the mental health of Network servers Municipal Education of Niterói, Collective Spaces for sharing experiences, knowledge and narratives, as a way of providing support and strengthening to groups in the units network schools. The Conversation Circles ended up raising a whole set of questions which, during the process of resuming face-to-face activities, shed light on the dimension of discretion of the agents located at the end of the services, as well as their potential for qualify the formulation of public policies. This work seeks to draw bridges between health servers and the management of work processes, finally suggesting the potential formative and therapeutic effect of workers' participation in management decision-making.
