The study analyzed payment for environmental services (PES) models in established initiatives and subnational legislation in Brazil. It also presented a model for estimating implementation costs in each Brazilian municipality, based on the opportunity cost of land and native vegetation recovery, and the expected benefits of protecting ecosystem services related to carbon, erosion, and biodiversity. It concluded that there is no single model for PES systems, as environmental objectives influence the choice of priority areas. In addition, it found that partnerships and the involvement of local actors with management capacity are essential to ensure the financial sustainability and long-term continuity of PES initiatives. As a result, the annual volume of transfers is expected to increase from R$ 5.3 billion to R$ 10.4 billion, equivalent to 0.1% of the national gross domestic product (GDP). The autonomy of states in defining indicators was maintained, strengthening the coordination of environmental policy between states and municipalities. However, the success of the IBS-E depends on the appropriate choice and monitoring of indicators, ensuring concrete improvements in local environmental management.
