Abstract: Economic theory proposes instruments for managing natural resources, such as environmental taxes and tradable emission rights, and environmental valuation techniques. This can enable the creation of incentive mechanisms for the protectors of ecosystem services, through payment systems for environmental services, but for this it is necessary to identify stable sources of funding. This means overcoming false dichotomies between environmental conservation and economic activity, as well as between the public and private sectors, to create the necessary conditions for sustainable development. Market mechanisms must boost the economy, but the collective interest must prevail, including for the protection of biodiversity and ecosystem services. When the market fails to deal with externalities (environmental costs that are not charged to those responsible for the damage), public policies are needed to correct these failures, and this requires metrics to measure externalities through environmental valuation.

Abstract: The study analyzes the adoption of the Ecological ICMS in the states located in the Legal Amazon and the instruments mobilized by these regulatory state policies to coordinate the environmental actions in their municipalities. The relevant legislation was reviewed and a bibliographical analysis of the Ecological ICMS was carried out in the six states where the policy is in force as they contain part of the Amazon forest: Amapá, Pará, Tocantins, Mato Grosso, Rondônia, and Acre. Regulatory and financial coordination instruments guide ICMS-E policies in the Legal Amazon as the essence of this policy is resource allocation according to environmental criteria stipulated by state legislation. However, greater clarity in the ICMS-E objectives could help municipalities adapt their actions to the practices expected by the states. Higher transfer percentages and coordination instruments related to management were also factors identified that could improve the policy's performance.

Abstract: This article discusses problems of coordination of public policies, with an emphasis on environmental issues in Brazil. Thus, in the first place, the concept of coordination is discussed, this term being differentiated from cooperation, inter-sectoriality and competition. Then, coordination challenges are presented in six dimensions, relating the management units with civil society, market, republican powers, Federation entities, international institutions, and within the policy management unit itself. Finally, concrete examples of coordination problems of public policies in the environmental area are presented to illustrate the gap between “the spirit of the policies” and the realpolitik.

Abstract: The objective of this article is to discuss the sources of financing currently available in Brazil for projects that contribute to the achievement of the Sustainable Development Goals (SDG) identified as having an environmental character. The text begins by presenting the context of emergence and Agenda 2030, and the Theory of Change that bases the planning and evaluation of the SDG. Next, the data of the Catalog of Potential Funding Sources for Projects related to the SDGs of Environmental Character, constructed from bibliographical and documentary research, through searches on the websites of the main stakeholders involved in the financing of development in Brazil, are analyzed. Potential sources of funding were analyzed according to the SDG influenced, nature of the financing agent, financing instruments, institutional profile of potential beneficiaries, and the existence of relevant sustainability criteria for the granting of financing. The main results were that (i) most of the borrowers are private agents; (ii) most of the available sources are loans; and (iii) the main sources of funding are public. This indicates that selectivity should be increased in the selection of projects through the inclusion of sustainability criteria, especially with public sources of resources, but it is also necessary to reconcile environmental sustainability goals with business profitability. Lack of coordination between different donors, and systematizing funding information for ODS should be a systematic and routine task in the implementation of Agenda 2030.
