Abstract: Unplanned urban growth and the prioritization of individual motorized transport have&#xD;
created significant challenges for mobility, accessibility, and sustainability in&#xD;
contemporary cities. In this context, the integration of Complete Streets, 15-Minute&#xD;
Cities, and Green Infrastructure emerges as a viable alternative for sustainable urban&#xD;
development, fostering more accessible, resilient, and environmentally balanced&#xD;
spaces. This study, through a literature review, analyzed the impact of implementing&#xD;
these strategies and their synergy in building more sustainable cities. The results&#xD;
indicate that cities adopting these guidelines have experienced improved urban&#xD;
mobility, reduced pollutant emissions, strengthened local economies, and enhanced&#xD;
public spaces. Additionally, green infrastructure has proven to be a fundamental&#xD;
element in mitigating the environmental impacts of urbanization, providing effective&#xD;
solutions for urban drainage, thermal comfort, and biodiversity enhancement.&#xD;
However, implementing these strategies still faces challenges, such as political&#xD;
barriers, cultural resistance, financial limitations, and difficulties in formulating&#xD;
effective public policies. To overcome these obstacles, strengthening urban&#xD;
governance, promoting integrated mobility and environmental policies, and adopting&#xD;
smart technologies to optimize urban planning and management are recommended.&#xD;
The study concludes that adopting sustainable urban models—based on active&#xD;
mobility, service decentralization, and innovative environmental solutions—is&#xD;
essential to creating fairer, more efficient cities that are better prepared for the&#xD;
challenges of climate change and population growth.

Abstract: Climate change exacerbates socio-spatial inequalities, disproportionately affecting peripheral &#xD;
and historically marginalized communities. In the face of the limitations of traditional urban &#xD;
planning, insurgent planning initiatives (MIRAFTAB, 2016) have emerged as community &#xD;
strategies for resistance and climate adaptation. This article analyzes two experiences in this &#xD;
context: the Plano Comunitário de Ponta Negra (Community Plan of Ponta Negra), &#xD;
developed through a participatory process on the southern coast of Rio de Janeiro, and the &#xD;
Plano Verão (Summer Plan), produced by youth organizations in the Metropolitan Region of &#xD;
Rio de Janeiro (RMRJ). Built through partnerships between universities, collectives, social &#xD;
movements, and local residents, these plans represent two experiences that highlight the &#xD;
urgency of democratizing the climate debate within public planning and management. Based &#xD;
on documentary analysis and literature review, the research examines how these processes &#xD;
mobilize local knowledge, dispute the public agenda, and challenge the exclusionary logic of &#xD;
hegemonic urbanism. The results indicate that such initiatives not only expand popular &#xD;
participation in climate governance but also confront institutional structures, advocating for &#xD;
climate justice and the right to the city. The study concludes that, although they face political &#xD;
and institutional barriers, these practices exemplify the potential of insurgent planning in &#xD;
building more democratic and resilient cities.

Abstract: The article investigates the participatory process during the revision of the current Master Plan of the City of Rio de Janeiro, carried out in 2021, considering the composition of the groups that participated in the public hearings. To do so, the minutes of the meetings published were examined to identify the profile of the groups present, as well as the proposals or topics addressed during the sessions. The conceptualization of the social agents involved aims to assess the reach and effectiveness of these meetings, with the perspective of assisting in the development of measures that can improve the democratic process in the formulation of new city plans.

Abstract: Transience has become a typical characteristic of the production of spaces in the contemporary city. This circumstance, resulting from technological advances and changes in social relations, is evidenced in the holding of mega events, presenting the transitory as a watchword in the shaping of the city. However, as current as this discussion is, the evolution of this process goes back to times past. The objective of this study is to look into the consequences of these transformations in urban planning. The aim is to debate the city of Rio de Janeiro from the perspective of international mega-events, in particular, the 1922 International Centenary of Independence Exhibition and the 2016 Olympic Project.
