Through the analysis of administrative, technical, and historical data an attempt is made to reconstruct the steps for the incorporation and development of a scientific tradition at the Institution, and to identify a pattern by means of wich those steps can be detected at local, regional, and institutional contexts as proposed in the Basalla Model. The results from this research have showed that, in the Amazon Region in general, and in the Museum in particular, the development of the scientific activities is somewhat related to the Basalla Model, more precisely regarding its first two steps. However, autonomy and independence, the final stage predicted by the model, have not been achieved. We believe that this stage will be achieved only at the moment when technological and scientific issues can be adressed in a manner adequate to regional reality, and also ben discussed within a social perspective which permits us to aleborate a scientific policy corresponding to the needs of the majority of the population of Amazônia. A study on the development of catalogs and cataloging including catalog use - based on national and international approaches - pinpoints major findings to back the research. The work also contemplates users’ study identifying traits and trends aiming to collect meaningful data for automation and service betterment purposes. At the same time, a questionnaire was sent to other rare books collections in the country in otherto assess their actual situation The results of the study showed that the way cataloging has been done in the last 8 years is extremely detailed, and may not attend the users needs. Recommendations were made in order not only to simplify itfor automation purposes, but also to attend these needs. For other rare books collections in the country, recommendations were made in other to improve their organization and services, with the National Library consulting. Besides the periodicals productivity, the world bibliographic production about the area is showed by country and language, with the Brazilian position emphasized. The data base evaluation is made through its product – LISTA DE ARTIGOS SELECIONADOS – secondary source of railway literature, checking the indexing degree of the specialized articles published in the Bradford’s distribution periodicals. Other secondary sources of the area identified, their indexed periodicals are compared with the titles included in LISTA DE ARTIGOS SELECIONADOS and their accessibility in Brazilian libraries is verified. As conclusion, the author demonstrates that LISTA DE ARTIGOS SELECIONADOS is the only secondary source on railways available in the western world and presents elements to establish politicies for periodicals selection, acquisition and indexing. The data was collected though a questionaire, and the analysis presented as basis the particulars of technological informtion, the adjustment of the library's material and services to the specific needs and demands of the Department, and computer advantages, both to library activities and to teacher's didactical support. The discussion also focuses on the friction points within the internal communication cycle and its interference in library use. The conclusions set off the need for a restructuring of the roles of the library, the librarians and the teachers, so that all of them accomplis their goals. To achieve such goals, some recommendations are the implementation of regular user training, and the inclusion of the subect "Introduction To Library Techniques" in the curriculum.
