| Abstract: | O artigo pretende avaliar o impacto de formas alternativas de regulação (price-caps e regulacao por incentivo) que gradualmente vém substituindo a tradicional regulagao da taxa de retorno. Desenvolve-se um exercicio de decomposicao do crescimento da produtividade total dos fatores (PTF) para 0 periodo 1989 1994. Uma função do custo flexivel Translog fornece evidéncia de nao homotetia, ligeiras deseconomias de escala e indica um progresso técnico pupador de trabalho Corroborando fatos estilizados prévios da industria. A estimação da função custo forneceu os fatores de ajuste necessarios para a decomposi¢ao do crescimento da PTF. A evidéncia nao indica um diferencial no nivel de eficiéncia advindo de formas alternativas de regulacao. |
| Abstract: | The paper aims at assessing the impact of alternative forms of regulation (price Caps and incentive regulation) that are gradually Substituting traditional rate- of-return regulation. A total factor Productivity (TFP) growth decomposition exercise is undertaken for the period 1989-1994. A flexible Translog cost function provides evidence of a non-homothetic cost function with slight diseconomies of scale and indicates labor saving technical change. corroborating previous stylized facts of the industry. The cost function estimation provided the necessary adjustment factors for the TEP growth decomposition. The evidence does not indicate differential efficiency levels accruing from alternative forms of regulation. |
