Política e planejamento urbano no município de Duque de Caxias: como promover uma o direito á cidade concomitante ao capital que influencia a organização social e espacial da sociedade?

Abstract

The objective of the present project is analyze in general the impacts socio-spatial of the urban policy and planning of the county of Duque de Caxias, of its emancipation policy to the present day. Understand if the actions promoted more capitalism or the social question. In this context, the propose aims to expose concepts that synthetize the urban panorama in a critical way and in a less favored class perspective. Is intended to the Duque de Caxias’ militant society that wants to comprehend the dynamics of the territory and fundament its fight with scientific knowledge. This theme was chosen because I am a habitant of the county and to observe the few efficiency of public investments, the absence of urban plans integrated to other near counties, the conflicting grounds of the Master Plan of 2006 and mainly to recognize to not have the right to the city. To the elaboration it was used bibliographic researches and the life in the field for the case study. The access to the right to the city is concomitant to the capital witch influences the social and spatial organization of society will only occur if through management features, the municipal government to include, in fact, the Caxias’ citizen on the increment of economical growth and urban. This implies provide access to the means of habitation, recreation, income, health, education and quality urban infrastructure, independent of social class or local of habitation. Its trajectory of growth shows clearly that the provisions always was and are focused to the industrial question and more recently to the logistic question, therefore the Duque de Caxias’ citizen well being never is in the concerns of the city planning.
