Experimentos tecnopolíticos urbanos : a socioespacialidade do Projeto Piloto de reconhecimento facial no Rio de Janeiro

Abstract

Facial recognition is a biometric technique capable of identifying or denying control of criminal conduct through identification. The use of this technology for public security purposes involves ethical and regulatory obligations, but is likely to present problematic legal, ethical and social aspects regarding its use in public policies. Given this, technology is presented nationally as a technological advance capable of resolving insecurity and urban violence, leading to its adoption by public authorities to control public space. In this context, driven by the mega-events that took place in Brazil, but especially in Rio de Janeiro, we observed the implementation of public security pilot projects, opening doors for high technological and militarized investments, including video monitoring and facial recognition systems, with the prospect of passing an image of control of violence. However, it is not just about acquiring and implementing technology, we observe that it is a system capable of causing direct impacts on social and urban life. Therefore, this work is focused on understanding how the facial recognition system has had an effect on public space for those who are impacted, using the experience of victims of the implementation of the Pilot Project installed in 2019 by the Government of the State of Rio. de Janeiro, therefore, the methodology is divided into four stages, including: bibliographical review, mapping of victims through the system, interviews and case analysis.
