A construção do Censo Quilombola: um estudo sobre o IBGE em interlocução com o movimento social

Abstract

This dissertation analyzes the process of constructing the 2022 Quilombola Census, focusing on IBGE as a network actor and its intricate relationships with various other stakeholders. The study demonstrates that the Quilombola Census was not merely a data collection effort but a social construction process involving articulations with governmental bodies such as the Fundação Cultural Palmares, SEPPIR, and INCRA, as well as the leading role of CONAQ and the technical and political mediation of UNFPA. The research highlights how census mapping and consultations conducted in preparation for the Quilombola Census were crucial to the project, serving as instruments for mobilizing the collaborative network engaged by IBGE and facilitating articulation with the quilombola social movement. Furthermore, the study examines how technical work and the engagement of key individuals were fundamental in ensuring the inclusion of the quilombola population in official statistics, going beyond the institutional frameworks they represent. It reveals the complexity and dynamics of the processes that shape the State and civil society through concrete situations of involvement, power composition, and disputes.
