dc.description.abstractThe objective of this work is to make an analysis of the effectiveness of the implementation of the spatial plan of socioeconomic development in the neighborhood of Rocinha as a tool for urban planning and its relation to investments made in the territory. The choice of Rocinha as object of analysis came from the exceptional condition involving the formation of local level within the conditions of manifestation of insurgent urban planning, in addition to representing currently an area of great political debate, high investment received from Government for transformations and great projection for being considered Brazil's largest slum. The central focus was to analyze the relationship between the guidelines present in the local development plan and the projects in which the public investments are being applied in order to determine whether there is a line between the guidelines and the specific investments in the community, considering the participation of urban social movements and the groups who dispute influence in the territory.en

dc.description.resumoO objetivo desse trabalho é fazer uma análise da eficácia da implantação do plano de desenvolvimento sócio espacial do bairro da Rocinha como ferramenta para planejamento urbano e sua relação aos investimentos realizados no território. A escolha da Rocinha como objeto de análise se deu a partir da condição excepcional que envolveu a formação do plano local dentro das condições de manifestação do planejamento urbano insurgente, além de representar atualmente uma área de grande debate político, alto investimento recebido do governo para transformações e grande projeção por ser considerada maior favela do Brasil. O foco central foi analisar as relações existentes entre as diretrizes presentes no plano de desenvolvimento local e os projetos nos quais os investimentos públicos estão sendo aplicados, a fim de determinar se existe uma consonância entre as diretrizes e os investimentos concretos na comunidade, considerando a participação dos movimentos sociais urbanos e dos grupos que disputam poder no território.pt_BR
