dc.description.abstract	The aim of this study is to analyze the legislation for the preservation of the artistic and cultural heritage in the city of Rio de Janeiro, especially regarding the neighborhoods of Health, Gamboa and Santo Cristo and to verify the interference of this legislation in the process of valuing these neighborhoods. With the creation of Environmental Preservation Areas (APA), by the city hall, it is prohibited to demolish a large number of architectural assets and create very strict parameters for the reforms and / or constructions and reconstructions to be executed. Evidently this preservation action will interfere in the process of capitalist valorization of the urban soil and with the dynamics of growth of the city.	pt_BR

dc.description.resumo	O trabalho visa analisar a legislação de preservação do patrimônio artístico e cultural vigente no município do Rio de Janeiro, especialmente no que concerne aos bairros da Saúde, Gamboa e Santo Cristo e verificar a interferência desta legislação no processo de valorização desses bairros. Com a criação de Áreas de Preservação Ambiental (APA), pela prefeitura da cidade, fica proibida a demolição de um grande número de bens arquitetônicos e criam-se parâmetros bastante rígidos para as reformas e/ou construções e reconstruções a serem executadas. Evidentemente essa ação de preservação interferirá no processo de valorização capitalista do solo urbano e com a dinâmica de crescimento da cidade.	pt_BR
