Abstract:	Este relatório tem como objetivo fornecer uma ideia sintética dos trabalhos que foram realizados pela equipe do ORTES - IPPUR/UFRJ, e depois apresentar as análises, reflexões e conclusões ás quais se chegou a partir de uma multiplicidade de dados e informações. Inicialmente pretendia-se avaliar os impactos de uma possível desativação do Instituto Penal Cândido Mendes, que mais uma vez esteve sendo discutida no âmbito do Governo Estadual do Rio de Janeiro.
Abstract:	This report aims to provide a synthetic idea of the work carried out by the ORTES - IPPUR / UFRJ team, and then present the analyzes, reflections and conclusions reached from a multitude of data and information. Initially, it was intended to evaluate the impacts of a possible deactivation of the Instituto Cândido Mendes, which was once again being discussed within the scope of the State Government of Rio de Janeiro.
