Política ambiental e gestão municipal na região metropolitana do Rio de Janeiro

Abstract

Develop some reflections on the challenges posed for the decentralization of environmental management in the Metropolitan Region of Rio de Janeiro (RMRJ). This reflection is based on research carried out on the process of elaboration of the State Constitution, the Organic Laws and the master plans of the municipalities that compose the region. Complementing the analysis, the results found, related to the changes in the legal-institutional apparatus of these municipalities, are confronted with field research on the administrative structure and the decision-making process of these prefectures. The problem of environmental management is developed, having as background the general framework of municipal policies, as presented in the new Organic Laws and master plans. On the other hand, the Metropolitan Region is also compared with the research findings about the great Brazilian cities. Special emphasis will be given to urban policy, due to its evident relations with the environmental theme.
