| Abstract: | Este trabalho tem como objetivo identificar os óbices a uma maior utilização do transporte multimodal ferro-rodoviário de contêineres no Brasil, alternativamente ao rodoviário, e medidas para a sua superação. Pesquisa a evolução das regulações americana, europeia e brasileira, bem como do desenvolvimento do transporte multimodal ferro-rodo nesses países, de forma a identificar eventuais deficiências no modelo regulatório/institucional brasileiro. Em paralelo, utilizando o Processo AHP (Analytic Hierarchy Process), hierarquiza variáveis diversas na decisão do embarcador e de operadores de transporte quanto à decisão sobre o modo de transporte e define um modelo para comparação de alternativas de transporte de cargas conteinerizadas, com base nos custos das variáveis hierarquizadas. Aplica o modelo desenvolvido em um Estudo de Caso, cujas conclusões são cotejadas com as da avaliação regulatório. Conclui com a identificação de deficiências regulatórias e/ou institucionais, com sugestões de medidas para a sua superação. |
| Abstract: | This research aims to identify the obstacles to a greater use of rail/road multimodal transport of unitized load in Brazil, alternatively to road transport, and to present suggestions for overcoming them. It investigates the evolution of American, European and Brazilian regulation, as well as the development of rail/road multimodal transport in these countries, in order to identify possible deficiencies in Brazilian regulatory/institutional model. Concurrently, applying the AHP (Analytic Hierarchy Process), it hierarchizes several variables related to the choice of shippers and transport operators of the transport mode and defines a model for comparison of containerized load transportation alternatives, based on the costs of the hierarchical variables. It applies the developed model in a Case Study, which conclusions are compared with those of the regulatory/institutional evaluation. The research concludes with the identification of regulatory/institutional deficiencies and suggestions to overcome them. |
