Contribuição metodológica da teoria de desenvolvimento situado ao desenvolvimento e gestão de projetos em educação: estudo de caso projovem urbano

Abstract

This thesis deals with professional qualification in the perspective of a public service provided to the Brazilian community called ProJovem Urbano - PJU. The PJU is widely studied in the academy, since it was one of the first concrete public actions aimed at the youth in situation of vulnerability. For the analysis of the case studied, the theory of development was used as a guiding theoretical basis. This proposal was proposed by Zaoual (2006), who considers that the projects should be developed from the understanding of the needs of the local actors, including the symbolic sites of belonging through a situated rationality. It is also approached the theory about the management and development of projects, considered in the perspective of this demand new indicators of results for the progress of complex projects, as is the case of those focused on Education. In order to reach the goals for which this thesis is intended, a series of semi-structured interviews with 28 actors directly involved as PJU from two cities of distinct regions of Brazil were used, based on a qualitative analysis, being João Pessoa - PB and Rio de Janeiro - RJ. For the analysis of the collected data, the Content Analysis approach proposed by Bardin (2011) was used, which had the systematization of the data through content analysis software called Nvivo 11.4. It was possible, in this way, to build elements for the construction of sites of belonging from the perspective of local actors. This resulted in the creation of a methodology for the analysis of the level of ownership among the actors participating in the project.
