Um Green New Deal para o Brasil

Resumo

Objective: present a Green New Deal proposal for Brazil, estimating its implementation costs, macroeconomic impacts, and GHG mitigation capacity. Greenhouse Gas (GHG) mitigation capacity, as well as possible sources of funding. State of the art: The combination of economic, social, and environmental crises in the context of the Covid-19 pandemic has reignited discussions regarding the adoption of green recovery plans in several countries. These plans have been commonly called the Green New Deal and are centered on the synergistic resolution of crises through active state action. Despite having its origins in the late 2000s, the Green New Deal proposals for Brazil (GNDBrasil) are only now emerging. Originality: the various green recovery proposals for Brazil still lack a quantitative assessment of their costs, macroeconomic and environmental impacts, and potential funding sources. In the present paper, we present the impact of GND-Brazil on the gross value of production, employment levels, wages, induced taxation, and GHG emissions. Comparing the results obtained with an equivalent activity expansion in the current growth model demonstrates that GND is the best option. Impacts: The proposal of GND made in the paper provides a broad catalog of actions for decision-makers about Brazil's potential to make its transition to a low-carbon economy with higher and better economic growth.
