| Abstract: | Este artigo examina o comportamento das empresas industriais brasileiras em resposta à regulamentação ambiental, teórica e empiricamente, com especial referência aos setores de petróleo e gás natural. O Capítulo 2 resume os argumentos e contra-argumentos nos debates actuais sobre competitividade e regulação ambiental. O Capítulo 3 analisa o desempenho ambiental da indústria brasileira, argumentando que ocorreu uma tendência à especialização em produtos com potencial poluidor relativamente alto. O Capítulo 4 concentra-se na difusão de tecnologias limpas, argumentando que uma série de características específicas da empresa e do setor, como tamanho, propriedade de capital e estrutura de mercado, afetam esse processo de especialização no Brasil. O Capítulo 5 analisa mais de perto os setores de petróleo e gás, apresentando estimativas do esgotamento dos recursos naturais e da poluição no Brasil e examinando as tendências na regulamentação ambiental no setor. O Capítulo 6 apresenta as principais conclusões e recomendações políticas. O Apêndice analisa a literatura da economia evolucionista e a aplicação do debate sobre inovação e competitividade para explicar a difusão de tecnologias limpas. |
| Abstract: | This paper examines the behaviour of Brazilian industrial firms in response to environmental regulation, theoretically and empirically, with special reference to the oil and natural gas sectors. Chapter 2 summarises the arguments and counterarguments in current debates on competitiveness and environmental regulation. Chapter 3 analyzes the environmental performance of the Brazilian industry, arguing that a trend towards specialisation in products with relatively high pollution potential has occurred. Chapter 4 focuses on the diffusion of clean technologies, arguing that a series of firm-specific and sector-specific characteristics such as size, capital ownership, and market structure affect this process of specialization in Brazil. Chapter 5 takes a closer look at the oil and gas sectors, presenting estimates of natural resource depletion and pollution in Brazil, and examining trends in environmental regulation within the sector. Chapter 6 presents the main conclusions and policy recommendations. The Appendix reviews the evolutionary economics literature and the application of the debate on innovation and competitiveness to explain the diffusion of clean technologies. |
