dc.description.abstract	The paper presents, first, an introduction about the theme - Favela, being a small reference to the historical origin and evolution of favelas in the metropolitan region of Rio de Janeiro. Next, it will deal with the evolution of planning thinking regarding the areas of favela in the city of Niterói, to later analyze the methodology used by the IBGE and the one used by the municipal government with regard to the conceptualization of favela and consequently to examine the evolution of those institutions.	pt_BR
