Green New Deal como estratégia de desenvolvimento pós-pandemia: lições da experiência internacional

Abstract

The COVID-19 (SARS-CoV-2) pandemic has resulted in the world's biggest economic and social crisis in decades. As a result, the role of the state in the economy has been re-signified, requiring immediate responses to the problems of supply and demand that have arisen as part of the combat strategy and as a consequence of the short-term health crisis. The debate that has emerged from the health crisis is centered on what kind of recovery is desired for the post-pandemic and what its long-term impacts will be. It is in this context that the idea around the Green New Deal is inserted, which has made a strong comeback in the academic debate as a post-pandemic recovery and development strategy. There is also a new political context, with the emergence of Joe Biden's administration and the climate summit in 2021. This issue challenges the economic and socio-environmental dogmas of the pre-pandemic period, placing the themes of sustainability and the role of the state and its state capacities at the forefront. The aim of this paper is to identify possible lessons from international experiences, particularly by presenting the preconditions for the implementation of a GND and its possible political and economic foundations.
