Problemas de coordenação de políticas públicas: desafios para a gestão ambiental no Brasil

Abstract

This article discusses problems of coordination of public policies, with an emphasis on environmental issues in Brazil. Thus, in the first place, the concept of coordination is discussed, this term being differentiated from cooperation, inter-sectoriality and competition. Then, coordination challenges are presented in six dimensions, relating the management units with civil society, market, republican powers, Federation entities, international institutions, and within the policy management unit itself. Finally, concrete examples of coordination problems of public policies in the environmental area are presented to illustrate the gap between “the spirit of the policies” and the realpolitik.
