Justiça social no planejamento urbano : uma análise sobre políticas públicas integradas no novo Plano Diretor do Rio de Janeiro

Abstract

The objective of this research is to characterize the potential of urban public policies when linked to a logic of social justice, using the analysis of the most recent Rio’s Master Plan of urbanism as an empirical factor. This investigation is based on the assumption that one of the best possible ways to achieve social justice is through integrated public policies. To this purpose, we sought to analyze how the theme of integrated public policies appears in Master Plan, and, in this sense, the investigation will take place in two stages. In the first, we will seek to define the capitalist forms of production of urban space, prevalent in Brazilian city models, as well as define what we understand by social justice and integrated public policies, considering how these two issues are related; The second stage will be in need to analyze the instrumental role of the Master Plan as a way of achieving social justice, analyzing when and how IPPs appear in Rio de Janeiro's MP. Methodologically, this research will be carried out through documentary analysis, initially with a bibliographical review on the Periódicos/CAPES platform, and subsequently, an analysis of the Rio de Janeiro’s Master Plan.
