Abstract

The central event that stimulates the issues considered here is the process of organizing the merchants of this territory, culminating in the formation of the Inova Cidade de Deus Commercial Pole. Therefore, the questions raised here and that feed all this study are the result of this problematization. The questions that guided the development of this study were the following: to what extent did the "pacification" process implemented by the Government of the State of Rio de Janeiro, with the installation of Pacifying Police Units in "dangerous" territories / favelas , generates advances or setbacks to these spaces? What does the creation of the Inova Cidade de Deus Commercial Pole reveal in this sense? How does this community organization contribute to thinking about public management in cities?
