dc.description.abstractBasic sanitation is one of the main problems in the state of Rio de Janeiro, where less than half of the population has access to this service. To address this issue, the state instituted the ICMS-E, an environmental instrument that seeks to stimulate municipal environmental policies through financial compensation to municipalities that meet ecological criteria. In the legislation of the state of Rio de Janeiro, basic sanitation is included in the water resources criterion. This study analyzes the ICMS-E in the state of Rio de Janeiro, highlighting the changes undertaken over time and the results of this initiative with regard to the Water Resources variable. It also highlights how this environmental instrument can stimulate the decision of municipal managers to make investments in sewage treatment and in water supply sources for municipalities. The qualitative methodology used interview and field study techniques to analyze the results of the ICMS-E in the selected municipalities regarding basic sanitation. The results show that the ICMS-E has promoted significant advances in basic sanitation, encouraging sewage treatment due to the financial return and visibility of the ICMS-E Thematic Ranking. Furthermore, the instrument has strengthened the organizational structures of the Municipal Environmental Departments. However, adjustments are still needed for the ICMS-E to effectively promote significant institutional changes in municipal environmental policies regarding basic sanitation, such as not being limited to urban areas and the inclusion of qualitative variables for better results regarding the quality and quantity of water resources of the entities involved in this policy.en
dc.description.resumoO saneamento básico representa um dos principais problemas do Estado do Rio de Janeiro, onde menos da metade da população tem acesso a esse serviço. Para enfrentar essa questão, o Estado instituiu o ICMS-E, um instrumento ambiental que busca estimular políticas ambientais municipais por meio de compensações financeiras aos municípios que atendem a critérios ecológicos. Na legislação fluminense o saneamento básico está presente no critério recursos hídricos. Este estudo analisa o ICMS-E no Estado do Rio de Janeiro, destacando as mudanças empreendidas ao longo do tempo e os resultados desta iniciativa no que se refere à variável Recursos Hídricos, e, ainda, como esse instrumento ambiental pode estimular a decisão dos gestores municipais em realizar investimentos no tratamento de esgoto e em mananciais de abastecimento dos municípios. A metodologia qualitativa utilizou técnicas de entrevistas e estudo de campo com o intuito de analisar os resultados do ICMS-E nos municípios selecionados quanto ao saneamento básico. Os resultados mostram que o ICMS-E tem promovido avanços significativos no saneamento básico, incentivando o tratamento de esgoto tanto pelo retorno financeiro quanto pela visibilidade do Ranking Temático do ICMS-E. Além disso, o instrumento tem fortalecido as estruturas organizacionais das Secretarias Municipais de Meio Ambiente. São ainda necessários, contudo, ajustes para que o ICMS-E efetivamente promova mudanças institucionais significativas nas políticas ambientais municipais referentes ao saneamento básico, como não se limitar às áreas urbanas e a inclusão de variáveis qualitativas para um melhor resultado quanto à qualidade e à quantidade dos recursos hídricos dos entes envolvidos nessa política.pt_BR
