Políticas redistributivas de valorização do uso do solo: possibilidades frente à desigualdade socioespacial e à subordinação da cidade ao mercado imobiliário

Abstract

The city, as a complex system of resources distributed asymmetrically in space and within a capitalist logic, offers the necessary conditions for the formation of land prices, and in turn the establishment of the real estate market and the emergence of the figure of the developer. The dynamics of this market act both in the production and in the reproduction of socio spatial inequalities, and it obtains in the relationship between the incorporating agent and the State, represented today by the local governments and other urban planning organs, a way to monetize their enterprises. Faced with this situation, which is directly opposed to the principles and guidelines of Brazilian urban planning law, it is necessary to move forward in the proposal of urban policies that aim to recover the land use and redistribute these resources in order to combat this condition of inequality.
