Abstract

Inserted within a context of the growing incorporation of Information and Communication Technologies (ICTs) into urban management, this thesis is grounded on the understanding that contemporary urban technologies are embedded in the technical-scientific-informational milieu, in which science and information assume centrality in the organization of territory and social practices. In this context, Science, Technology and Innovation (ST&I) equipment, infrastructures and public policies materialize political choices, stabilize disputes and may reproduce hierarchies under the appearance of neutrality, while simultaneously shaping concrete conditions of urban life. In this sense, the research takes as its empirical object the circulation of the gender equity agenda in Science and Technology (S&T) through the analysis of international and national documents, approaching the municipality of Rio de Janeiro and the actions developed by the Municipal Secretariat of Science, Technology and Innovation of Rio de Janeiro (SMCTI-RJ). The general objective is to analyze the incorporation of the political agenda of gender equity in S&T. The specific objectives are: a) to map the processes of production and diffusion of the gender equity agenda in S&T at global and national scales; and b) to describe and analyze the actions and partnerships developed by SMCTI-RJ related to gender equity in S&T/STEM. The research mobilizes Nancy Fraser’s theory of justice as an analytical framework, articulating the dimensions of redistribution, recognition and representation in order to understand gender equity in S&T not merely as an issue related to women’s inclusion in technoscientific fields, but also as a component of disputes surrounding justice. From a methodological perspective, this is a qualitative, exploratory and descriptive analytical research, combining literature review, document analysis, participant observation and semi-structured interviews. The document analysis focused on reports, programs and initiatives developed by international organizations, national policies and actions carried out by the municipality of Rio de Janeiro aimed at promoting the participation of women and girls in STEM/ST&I. The empirical approach to the field was conducted through the monitoring of initiatives related to the theme, participant observation in institutional activities, and interviews with managers, public servants and interlocutors connected to the actions developed by SMCTI-RJ. The research demonstrates that the gender equity agenda in S&T is not an exclusively local phenomenon, but rather part of broader processes of political and institutional circulation articulated through international organizations, transnational networks, public policies and municipal initiatives. At the same time, it shows that its incorporation at the municipal level occurs in a situated manner, shaped by institutional disputes, operational constraints and implementation strategies related to the gender equity agenda in S&T.
