Resumo
The amount and severity of disasters increase over the course of decades, mainly due to global warming and urban sprawl. This global trend has caught the attention of the United Nations (UN) that started to act more decisively to minimize the problem by creating a number of international programs to reduce the risk. In Brazil, the 2008 disaster in Santa Catarina and 2011 in the mountainous region of Rio de Janeiro led to the adoption of Law 12608/12 which established the National Policy for the Protection and Civil Defense which has as one of its goals to stimulate the development of resilient cities and sustainable urbanization processes. This study presents a methodology based on Fuzzy Model COPPE-COSENZA to prioritize vulnerable communities exposed to risks in order to optimize disaster government investments. The methodology used for quantitative and qualitative variables to obtain a resilience index. A case study was conducted comparing three communities and checking through simulation scenarios, the changes in their resilience indexes.
