O papel do TCU na promoção da governança pública: autonomia universitária e controle externo na UFRJ

Abstract

The Federal University of Rio de Janeiro (UFRJ), even endowed with autonomy expressed in the constitutional text, has different forms of internal and external control. The external control is carried out by the Federal Audit Court (TCU), which should not be only a control agency, but also responsible for promoting the governance. This study was based on a literature review, focusing on the TCU's approach to public federal university, especially UFRJ. As for governance, among the agencies that guide the TCU is the Organisation for Economic Co-operation and Development (OECD), which has a discourse neoliberal and values education aimed at training the workforce to serve the capital, ignoring the social transformation that education provides. The main objective of governance, which should be the development a good service to the community, becomes a detail.
