Abstract

The theme of the work came about because of the need to understand how Federal Law 10,257 / 2001, known as the City Statute and Provisional Measure 2.220 / 2001, will enable the low-income population to have access to urban real estate. What changes in relation to the Civil Code? What benefits for a population that seeks in the favelas, clandestine or irregular settlements the best way to have access to urban land and housing? And within this context, how could the public power intervene, considering that the population, in its way, gave a solution to the housing issue, requiring only security of tenure.
