Política habitacional e legislação urbanística no município do Rio de Janeiro: análise dos projetos de revisão das leis de parcelamento urbano e de uso e ocupação do solo

Abstract

The research seeks to identify connections between the municipal urban policy and public policies of social housing, analysing the case of the city of Rio de Janeiro and the bills about land subdivision and use and occupation, currently pending before the City Council. Urban law is an important instrument for achieving a quality housing policy, which allows a articulated and integrated management of the city, not restricted on housing provision. A housing policy is not limited to the construction of houses, should also cover urban planning in its broadest sense, including those related to the provision of infrastructure. The bills analyzed have not advanced much in this issue, as they don´t regulate enough the issue of social housing, leaving the subject to later laws. Another issue addressed is the insufficient popular participation, which is essential for the democratic management of the city.
