A ineficiência das esferas públicas institucionalizadas e a importância de um programa de formação política e cidadã para a sociedade

Abstract

In Brazil, the first management councils arose before the sixties, but it is from the Constituent these channels multiply, materializing in many institutionalized spaces of mixed constitution and party. However, these spaces carry with contradictory possibilities - while that may be spaces of building a new political culture based on the consolidation of the public sphere, can also constitute spaces of legitimation of neoliberal reforms and political co-optation. Despite this brief review, we can not order carry out an assessment on the functioning of the councils and their aspects, since it is known that there are numerous studies on this topic. This paper intends to perform an analysis of the Program Development and Leadership Training, the Center for Environmental Education of Campos Basin - PETROBRAS / UO-RIO, linked to the environmental licensing process required by IBAMA. This program consists of an educational process of political and civic training. The analysis of this program is based on the assumption that only the creations of Management Councils are not sufficient for the construction of real participatory spaces generating social policies. You need to train people on issues such as citizenship, politics and democracy, to take these spaces. As a means to justify this hypothesis, we present the theoretical and empirical element that led to its formulation, content and methodology of the program and believes that advances in training leaders want.
