Política de gestão de riscos e sua aplicabilidade no Município de Niterói : um estudo de caso sobre o modelo das três linhas e o guia de identificação de riscos em licitações e contratos

Abstract

This research seeks to discuss the trends of public management models that are in practice in the municipality of Niterói and the regularities for the correct application of the topics related to risk management and public integrity. Federal Law No. 14,133, of April 1, 2021, known as the New Bidding and Contracting Law Public, establishes structuring frameworks for its application, which deal with the planning and prevention in bidding and contractual processes, which need of practical maturation and theoretical assimilation. Thus, the importance of work of Organs central bodies of internal control and the coordination/engagement of other portfolios of the public administration, as well as municipal agents in incorporate preventive practices related to risk and integrity management.
