Resumo

The DCA-RJ Forum is a participatory democracy mechanism of the state of Rio de Janeiro born in the 1990s and one of its areas of action is in strengthening the political participation of children and adolescents. The DCA-RJ Forum consolidated itself as an important space for popular debate, encouraging the participation of civil society in the State Council for the Defense of Children and Adolescents - CEDCA-RJ. Both in the space of the DCA-RJ Forum and in the space of CEDCA-RJ there is a discussion on ways to encourage children and youth protagonism, engaging this audience in discussions and decisions. However, obstacles to make this participation effective have been perceived. Therefore, the present study has as general objective to make an analysis on the consolidation of participatory democracy through a case study of the DCA-RJ Forum focusing especially on the participation of children and youth. The methodology used is the case study of Robert Yin and the systematization method of Oscar Jara Holliday. The research is qualitative and will be performed through field research using the analysis of 12 minutes of extraordinary meetings between 2016 and 2018 and semi-structured interviews applied to five participants of the DCA-RJ Forum previously selected for their historical trajectory in this space. Some relevant points were verified through this research regarding the difficulty of participation of adolescents and absence of participation of children, such as: the formal and inaccessible language for the understanding of adolescents, the lack of resources for the transportation and feeding of adolescents of cities distant, the lack of a method or operation that allows the participation of children, the imaginary that adolescents can not take the reins because they are still incapable, among others. The contribution of the present study is to strengthen the protagonism of children and youth.
