Rua sim, rua não em Vilar dos teles: um olhar à luz da instalação de redes e do asfalto, com vistas à inclusão na cidade legal

Abstract

The objective of this study is to show that the asphalt is more than an urban equipment, but a sociological and explanatory category of the exclusion of a considerable portion of the low-income population of the formal city, with the cut in Vilar dos Teles, in the municipality of São João de Meriti, RJ. Having said this, we propose to problematize the following themes: asphalt policies in areas with low income populations; the fragility of the needy population that gives rise to patronizing government practices and "urban sprawl"; the formation of the urban space from the adoption of the road pattern by the country; and the construction of a perception of the marginality of populations living on unpaved streets.
