Abstract

With the process of re-democratization of the country from the social movements of the 1970s, which culminated in the promulgation of the 1988 Constitution, in recent years the prerogatives of the Municipal Legislative Power have been reestablished, especially with regard to the definition of land use and buildings and as moderating power of the Executive Power in urban planning, budget definition and the various actions of municipal public power in the City of Rio de Janeiro.
