Abstract

Social exclusion is manifested not only by the inequality between the incomes perceived by the employed population, but also by the lack of provision of public goods and access to citizenship. One of the most accentuated elements of this non-monetized social exclusion is the deficiency of public transport systems, especially on the outskirts of metropolitan regions. This study presents estimates of the economic loss due to mobility problems in the Metropolitan Region of Rio de Janeiro through the economic cost of commuting time. Improving the public transport system, together with decentralizing the economic hubs of the state of Rio de Janeiro, would avoid not only the cost of wasted working hours, but also the costs of environmental liabilities, as well as being a fundamental instrument for guaranteeing social inclusion and citizenship, especially for the population living on the outskirts.
