Resumo
Background: After a long period without endemic transmission, the resurgence of measles
and rubella in Brazil, associated with a decline in vaccination coverage, highlighted the
importance of maintaining sensitive surveillance systems capable of promptly identifying and
investigating suspected cases for effective control actions. In 2020, Rio de Janeiro
experienced a significant measles epidemic, where difficulties in identifying and intervening
in a timely manner to control transmission became evident. Objective: To propose a technical
training program to raise awareness and train primary care professionals in the identification
and investigation of suspected cases of exanthematous diseases (measles and rubella), as well
as in notification processes, integrating surveillance, management, and prevention practices
for these diseases. Method: The proposed training will be structured in stages and will consist
of dialogical exposition, group dynamics with case discussions, and reflective debates on the
main challenges related to the surveillance flows of exanthematous diseases in primary care.
Knowledge tests (pre- and post-training) will be applied to assess participants' learning levels
before and after the training. A final evaluation will be conducted to measure participant
satisfaction and obtain suggestions for improving the training. Results: It is expected that by
the end of the training, professionals will be able to recognize the main signs and symptoms
of measles and rubella, as well as manage these cases clinically and follow the correct
notification and tracking procedures for suspected cases, working in an integrated manner
with the local epidemiological surveillance system. The development of better communication
between the Health Surveillance team and the Primary Care teams is also expected, enabling
more coordinated and effective action in outbreak control.
