Interfaces do controle : práticas tecnopolíticas no Programa Cidade Integrada na Favela do Jacarezinho

Abstract

This dissertation analyzes the technopolitical dimension of the Cidade Integrada Program, launched in 2022 in Rio de Janeiro, focusing on the Jacarezinho favela. The research investigates how surveillance technologies, such as video monitoring and facial recognition, are integrated into public security and social control strategies, legitimized by governmental discourses. From a technopolitical approach, the study examines how these technologies reshape urban space, reinforce power dynamics, and impact social relations, especially in peripheral territories. Additionally, it analyzes resistance to the program, evidenced by the use of information and communication technologies (ICTs) emerging from the territory by residents and activists to denounce abuses, challenge narratives, and claim rights. The methodology combines bibliographic review, document analysis, and the study of posts on the X platform. The findings indicate that technology, far from being neutral, operates both as an instrument of state control and as a tool of contestation, highlighting the tensions between innovation, repression, and resistance in the urban context.
