Resumo
This research examines the argumentative dispute surrounding the construction of the concept of “absolute exceptionality” in ADPF 635, analyzing how the state of Rio de Janeiro and its security forces justified lethal police operations, even after the limitations imposed by the Supreme Court for the incursions in the context of the Covid-19 pandemic. Using ADPF 635 as a case study, this work is based on a qualitative and in-depth analysis of the case files, focusing on the arguments and discourses present in the documents and petitions regarding the exceptionality of police operations. The access to these materials - including official documents, reports and institutional statements - made it possible to identify and explore the meanings and premises that reveal the logic structuring and justifying established public security policies and practices in marginalized territories.
