O IPTU como instrumento de política urbana: uma nova perspectiva tributária

Abstract

In view of the new urban policy perspective through the City Statute, which regulated the application of the IPTU progressive rate over time, as an instrument that could promote the adequate use of urban land in order to inhibit its non-use or underutilization, Real estate speculation, it was clear the importance of IPTU in fulfilling the social function of urban property, but this application is not restricted to the option presented in the City Statute. The objective of this study is to demonstrate that there are other possibilities of application of the IPTU extrafiscal function as an instrument of urban policy. The study concludes that it is possible to use this tax not only as a source of tax revenue, but also as a tool for urban land development and control.
