Resumo
This report aims to systematise data on environmental disasters and their socio-economic impacts in Brazil between 2000 and 2023, providing a solid empirical basis for assessing the costs of climate inaction in the country. By building a comprehensive database that integrates official disaster reports with objective meteorological indicators, the study seeks to identify spatial and temporal patterns of extreme events and quantify their impacts on different socioeconomic dimensions. The survey of environmental disasters in Brazil is based mainly on the Digital Atlas of Disasters in Brazil, constructed by the Centre for Studies and Research in Engineering and Civil Defence (Ceped/UFSC, 2025) based on state of emergency and calamity decrees and reported damages and losses, using data from the Integrated Disaster Information System (S2ID) of the Ministry of Integration and Regional Development. This database is complemented by indicators constructed to identify relevant and extreme meteorological events by comparing meteorological data with historical patterns for each municipality. Finally, data on disasters and meteorological events are integrated with various socioeconomic indicators in a comprehensive database. In this way, the study establishes the methodological basis for robust econometric estimates of the costs associated with these phenomena, to be reported in another report.
