Do cortiço à ocupação: contribuições dos sem-teto na região central de São Paulo para o planejamento urbano insurgente

Abstract

Investigates implications of the growing number of squatted buildings by housing movements for the urban planning of central Sao Paulo. Drawing from references of radical and insurgent planning, it shows how the Movement of the Roofless of the Centre (MSTC in Portuguese) adds to the official urban planning, enforcing use values of space that make the right to the city. To do so, this article relates the transformation of the central area in the last decades to the political movement that started in cortiços and led to the occupation of abandoned buildings, underlining how sem-teto (literally roofless) discourse today is based on legal achievements made by the Urban Reform mobilization back in the 1980s. On the other hand, this text also shows how public policies and projects usually tackles this issue, in particular the Public-Private Partnership Housing Project recently proposed by the Estate government.
