Pacto da mobilidade urbana: a viabilização política de uma cidade sustentável

Abstract

This work sought to build a social pact that politically makes sustainable urban mobility measures feasible in Brazilian cities. It is based on the premise that there is already a wealth of knowledge built on how to improve the quality of urban mobility. However, different private social actors prevent such measures from being implemented, since they are not willing to sacrifice themselves for the benefit of the community. As methodological procedures, this work carried out a bibliographic review on the car lobby, analyzed four proposals for urban mobility pact presented between 2010 and 2020 in Brazil (from the federal government, researchers, bus companies and a local government) and finally, it brought Mancur Olson's debate on the logic of collective action to transport engineering. The result of this research points to the need for a social pact, in a “win-win” logic. A social pact is necessary, because a significant improvement in the quality of urban mobility in Brazilian cities requires the involvement not only of public authorities, but also of several private social actors. And the “win-win” logic is necessary to make these social actors want to participate in the process. Thus, they will have individual gains, not just collective ones. Finally, this paper presents a proposal for an urban mobility pact.
