Movimento municipalista de 1946: bases para o desenvolvimento e a modernização administrativa local

Abstract

This paper seeks to understand the contribution of Municipalism of 46 to the formulation of the conceptual principles of State, society and planning, which will later be the axis of Brazilian social and political thought and the basis of national urban policies. The municipalist campaign constitutes a reforming movement of society, as it aspires greater political and administrative power of the municipalities, through the modernization of the instruments that diagnose reality, so that the State, in the local sphere, can intervene effectively on it, in an objective and through planning. In the elaboration of this work, the aim is to characterize the municipalist movement, starting with its definition and its main militants.
