Um estudo de caso sobre o modelo de trabalho da federação nacional de cooperativas de mobilidade urbana e transporte de pessoas – a Liga Coop: um contraponto ao trabalho subordinado por meio de plataformas digitais

Abstract

This research analyzes a platform cooperativism working model, based on a case study of the experience developed by the National Federation of Urban Mobility and Passenger Transport Cooperatives (Liga Coop), as a counterpoint to the model established by traditional digital mobility platforms, in the specific case of app drivers. To this end, we approach the phenomenon of the platformization of work in order to discuss its repercussions in the labor field, as well as a brief analysis of the process of regulating mobility apps in Brazil. Based on this reflection, we analyze the structure of the work model idealized by Liga-Coop and its development in the context of the regions covered. In this sense, we investigate the actions promoted by the federation and its associated cooperatives through collective work, whose proposal is to offer improvements to its members in terms of well-being, decent income, and quality of life. From this perspective, we sought to evaluate the advances and challenges faced by Liga Coop in implementing this work model as a means of minimizing the harmful effects inherent in the logic of extractive platforms, through the combination of Solidarity Economy practices with the principles of platform cooperativism in everyday actions. Furthermore, it was possible to verify that the federation's purposes are based on the use of its own socio-technical artifact, with the objective of valuing workers, in material and human terms, in addition to promoting autonomy, collaboration, and solidarity. Nevertheless, it was possible to identify the limitations encountered in the implementation of this model, mainly in financial terms, but also in terms of the difficulty of demonstrating its potential to workers, since this involves the ability to persuade and raise awareness.
