Avaliação de impacto de treinamento como método de avaliação do curso de qualificação para gestores da atenção primária à saúde no município do Rio de Janeiro

Abstract

The Municipal Health Department of Rio de Janeiro, considering the expansion of Primary Health Care and the need to qualify professionals who work in the network, developed the Qualification Course for Care Unit Managers Primary Health Care (APS). This course aimed to provide managers with tools that enabled the improvement of management work in the PHC. During the last classes of the year 2017, its organizers demonstrated interest in carrying out an assessment that would promote information about the effects of the course on the daily work of managers who participated in this formation. In order to assist in the construction of an assessment aimed at this initiative, this work aims to develop an instrument for assessment aimed at the Qualification Course for Primary Care Managers to Health of the Municipality of Rio de Janeiro, using the Impact Assessment method of Depth and Amplitude Training. To subsidize the construction of the assessment instrument, a document analysis was carried out focusing on the identification of course contents and objectives. From the analysis of the material, the contents presented were identified, general objective and its objectives specific, enabling the development of compatible performance goals, inserted in the assessment instrument. As a product of this work, two closed questionnaires, in addition to a questionnaire aimed at surveying the professional profile of the participants. The development of this work enabled the construction of a proposal for an instrument aimed at contributing to the formulation of a proposal for the evaluation of the course. Regarding the limitations of the presented instrument, a limitation is that this type of instrument is intended to measure the changes that have occurred at the individual level, not evaluating the results resulting from training actions at the institutional level. However, perform a evaluation in order to assess the impact on health indicators can be present as a chore. Thus, the proposed method is a alternative to measure the impacts at the individual level of training, enabling analyzes to identify which variables meet the worst performances. From these analyses, course organizers can plan new strategies. It is hoped that this work can stimulate the application of the proposed instruments, as well as the analysis of the results and planning of other actions aimed at the qualification of managers of the PHC Units of the municipality of Rio de Janeiro.
