Normatividade e ética nas relações de produção e divulgação da informação científico-tecnológica: um debate sobre a condição atual das práticas relacionadas às teses e dissertações

Abstract

It proposes to work on the relationship between discourses on ethics, norms of normativity (such as regiments, laws, decrees) and the positioning of authors (masters and doctoral students) and federal higher education institutions (IFES) in face of the challenge of disseminating scientific and technological information Present and / or produced as a result of the researches developed during the postgraduate, doctoral and masters courses, in theses and dissertations. In order to comply with the proposed objective, it is intended to expose the normative acts (laws, ordinances and draft laws) on the dissemination and access to technical-scientific information, especially the Administrative Rule 13 of CAPES, which establishes the disclosure Digital theses and dissertations, present the Brazilian Digital Library of Theses and Dissertations (BDTD), main current initiative for the dissemination of these documents; As well as reflect on the changes in the patterns of production of scientific-technological knowledge and scientific making, as well as the ethical dilemmas faced for the dissemination of this knowledge, based on the theories of Bourdieu (1983, 2004), Garcia & Martins (2008), Lander (2006), Baumgarten (2004). The knowledge produced as the final result of the researches developed portrays how the future researchers are being trained and conducted in the elaboration of their works, based on which their professional trajectory will be built, mirroring the responsibility with the formation of the future teacher / researcher. The dissemination of theses and dissertations is absolutely indispensable, because through them, it is possible to follow the academic development of the graduate programs, as well as to verify the directions of science, technology and innovation. However, the disclosure of these documents faces some challenges, whether related to institutional problems, or those referring to the new market logic that governs the production of scientific-technological knowledge, so the result of many researches are not divulged because they show industrial or commercial secrecy, seeking patent applications or obtaining profits, among others. These difficulties are due in large part to the new logic that governs the scientific doing. At present, science has abandoned its classical logic, of disinterested science, beginning to articulate with industry and commerce.
