O processo de participação popular do Plano Diretor de Fortaleza

Abstract

The municipality of Fortaleza, capital of Ceará, besides being a center of a metropolitan region with more than two million inhabitants, and being linked to various regional development policies, be they tourist or not, has a Master Plan that, at the time of approval of the city Statute in 2001, was in the process of completing 10 years of existence. This paper aims to analyze a real experience of participatory process of the master plan and try to evaluate its effectiveness for the democratization of management and public planning for the benefit of urban reform
